-It is o.k. for a pitcher to throw 130 and even 150 pitches if he doesn't have arm problems and doesn't throw again for about five days.
-It is not o.k. for a pitcher to pitch on two days rest after throwing 100 pitches.
-Generally, the harder a pitcher throws, the more rest they need.
-Generally, junkballers and lobbers can throw more often and don't need as much rest.
-If a pitcher has recurring arm soreness, they need extra time b/t games pitched.
Those are most of the basics, but i'm sure some here will make it more complex than it really is.
