And none have him first round. He may apply without an agent but it seems like a waste of his time. Next year will be the chance for him to make first round if
he has another good year and manages to get at least a little bigger and stronger.

I would think that going to the camps and workouts and getting detailed feedback from NBA scouts would be good for him for next year's draft. To me
it's a no-brainer. Declare and don't hire an agent or do anything to mess up your college eligibility.
